The vessels of mercy have been prepared beforehand for glory and the vessels of wrath have been prepared for destruction. This will not change. However, although the vessels of wrath always have been and will forever be prepared for destruction, the individuals that make up the vessels of wrath are not bound to remaining a vessel of wrath. So consequently, the individual is not bound to a particular destiny either.
We can see from Paul’s earlier reference to Jeremiah 18, a vessel that is “prepared for destruction” is not a final indictment. God said in Jeremiah 18 that even if they were prepared for destruction, if they turned and repented, God would relent and make them into another vessel. We can also look at Romans 11 to see that those who were “hardened” and “cut off from Israel” and thus would be in the “vessels of wrath prepared for destruction” group still had the opportunity to be saved if they turned from their unbelief.
